「祈祷室」は英語でprayer roomまたはprayer spaceになります。
「9－20時」はfrom 9 am until 8 pmになります。
fromとuntilは「から」と「まで」を表します。
the guest roomは日本語で「在宅の来客用寝室」と言う意味になりますので、
英語を話す人はこれを見たら、分かり辛いと思います。
your roomの方が分かりやすいと思います。
「この時間以外」はoutside of these hoursまたはoutside of this periodになります。

この場合、次のような言い方ができます。
ーThe prayer room is open from 9 am to 8 pm, but we ask guests to use their room at other times.
「祈祷室は午前９時から午後８時まで開いていますが、それ以外の時間はお客様のお部屋をご利用いただくようお願いいたします」
to be open from 9am to 8 pm で「午前９時から午後８時まで開いている」
at other times で「その他の時間」
