"An occasion" = 普段に、や 毎日にできない どこかに行くこと
「せっかく」は直訳がないので、「いつでもいけると言えない」という意味を表します。
It's an occasion, so I won't worry about the prices. = せっかくだから値段とか気をせずに楽しむ。
"It's nice out" = いい天気、晴れる天候
If we're going there, we might as well go on a nice day.
この場合、次のような言い方ができますよ。
ーIf we're going there, we might as well go on a nice day.
「せっかく行くなら、天気の良い日に行こうよ」
might as well で「どうせだったら」という意味なので、If we're going there, we might as well ... で「せっかく行くなら」と表現できます。
