I hadn't seen him in 7 years. During that time he had changed.
I hadn't seen him in 7 years→彼に7年間会わなかった
During that time → その間に
he had changed → 彼は変わった
ただ「変わった」だけではなく、「別人になってしまった」と言いたければ、he had become a different personでもいいです。
「完全に変わった」ならhe had changed completelyです。
"I hadn't seen him in 7 years"は
「彼とは7年間会わなかった（でも最近会った）」になります。
"I haven't seen him in 7 years"なら
「彼とは7年間会ってない（今もまだ会ってない）」になります。
違いは"haven't"と"hadn't"だけです。
彼に会って彼が変わったと分かるので"hadn't"を使いましょう！
"He's a completely different person now"は
「今は全く別人だ」との意味です。
自然な言い方でいいと思います！
It's been 7 years since I saw him last, and he's not the same person he used to be at all.
この場合、次のような言い方ができますよ。
ーIt's been 7 years since I saw him last, and he's not the same person he used to be at all.
「彼と7年ぶりに会い、彼は昔とは全く別人のようになっていた」
he's not the same person he used to be at all で「彼は全然昔と同じ人ではない」と言えます。
