主語が誰か不明確な場合、someoneでも使えます。ただ、その後に「その人の〜」と続く場合、heにするのかsheにするのかというややこしい問題が生じます。（辞書とかならone’s とも言いますが、一般では言わないです）
話し言葉の場合はもうhe扱いにしてしまっていますが（theyにしている人もいるかも）。
私は大体主語をPeopleにして複数系にしてしまうことが多いです。
そして自分の意見ならI think を頭につけるでしょうか。

【訳】子供時代から英語を習っていた人たちは、大人になっても英語が話せると思う。
また細かいことですが、「将来英語が話せるようになる」のではなく、「小さい頃から習って話せているのを大人になっても覚えている」が正確だと思うので、even if they grow upになっています。

この場合、次のような言い方ができますよ。
ーIf a person starts studying English when they're a kid, they will be able to speak English when they are an adult.
「誰かが子供の時に英語を習い始めたら、大人になった時、英語が話せるようになるだろう」
ここの「誰か」は a person とも言えますよ。
文中で they を使っているのは、この a person が男性か女性かわからないからです。
