Even if you have any English word you don't know, you can't look it up in the dictionary.
"even if 〜" は「たとえ〜だとしても」と、仮定や可能性の低いことについて使われる表現です。
"even though 〜" も同じ意味ですが、こちらは「実際に〜だけれども」ということを表します。
"any English word (that) you don't know" の部分は、関係代名詞"that" が省略されていて「あなたが知らない(ところの)英単語」となります。
"look up 〜 in the dictionary" は「〜を辞書で調べる」という表現です。

この場合、次のような言い方ができますよ。

「単語を理解できなくても、辞書を使って意味を調べてはいけません」
