こう言えます、
❶I cooked it with less water than usual.
(いつもより少ない水で炊いた)。
又は、
I cooked the rice with less water than usual.
(お米をいつもより少ない水で炊いた)、と言えます。
Cook と make の違いですが、
Cook は 炊く、茹でる、煮る、焼く、という 方法で調理することです。
しかしお菓子を焼く場合は bake (焼く)という言葉を使います。
make は 手を使って作る、また熱を加えずに作る、という意味です。
例えば、
I cooked the pasta with less water.
(パスタを水少なめで茹でた)。
I cooked the meat with less salt.
(肉を塩少なめで焼いた)。
I made a sandwich with less mayonaise
(サンドイッチをマヨ少なめで作った)。
I made a pizza with less cheese.
(ピザをチーズ少なめで作った)。

この場合、次のような言い方ができますよ。
ーDid you use a little less water for the rice than usual?
「いつもお米の水、少なくした？」
ーDid you cut back on the water when you cooked the rice?
「お米炊いた時、水の量減らした？」
to cut back on ... で「…の量を減らす」
お米を炊くことは to cook / to make どちらも使えますよ。
