just happened to〜という表現で伝わります。
例えば、
It was out of stock at that time.
その時在庫がなかった

It just happened to be out of stock at that time 
たまたまその時在庫がなかっただけ

if it's normally out of stock, or if it just happened to be due to the restocking period rather than popularity 
普段から在庫がないのか、たまたまその納期分だけ人気でなかった

この場合、次のような言い方ができますよ。

ーI wonder if they didn't have that in stock just by chance or maybe they don't carry that at all.
「たまたまそれの在庫がなかったのか、それとも普段からそれを置いていないのかもしれないなあ」
to not to have ... in stock で「…の在庫がない」
to not to carry で「…を店に置く・店で売る」
