「〜に揺られる」は直訳的に「moved by~」や「swayed by〜」になりますが、
moved by the tramはちょっと不自然な表現で、
swayed by the tramは、揺れているトラムに乗っている、という意味になります。
トラムに移動されている、という意味で使うとしたら、英語でRiding the tramやon the tramと言います。

車に揺られて見物
On the tram in the beautiful city of 〇〇(例：〇〇は鹿児島市であれば、the beautiful city of Kagoshimaと言います)
トラムに揺られて、美しい街○○
Riding the tramもOKです。
トラムはその街にないですが、その街行きであれば、
on the tram to the beautiful city of~
になります。
