"Could you circulate this document for the CO's signature?" という表現で問題なく通じます。 "route" を使うことも可能で、"Could you route this document for the CO's signature?" としても通じます。 "route" も「ルートを指定して送る」のような意味で、組織内の文書の回覧手続きに適した表現です。
