「関する」をどのように言うといいのか、よく分かりません。
「この記事の内容に関する質問を挙げてください」と言いたいのですが、
その記事について（about）ではなく、内容を読んでそれに関しての質問を挙げてほしい、と言うときに、regarding to を使うでしょうか？
regard to と with regard to の違いもよく分かりません。
教えていただけますと助かります。

Please ask your questions with regards to the content of this article.
全ての上記の英文は正しいです。内容的にほぼ一緒ですが、言葉遣いだけです。
一番自然な言い方としたら、2つ目の「Please ask your questions in regards to the content of this article.」です。
