先生がすでに A という町に引っ越していて、A に引っ越す前にそこに行ったことがあるのかを聞く場合は、過去完了形を使って聞けます。
ーHad you been there before you moved to that city?
「その町に引っ越す前に、そこに行ったことあった？」
またはもっと簡単に下のようにも言えます。
ーI'm just curious why you moved there. Is this your first time there?
「なんでそこに引っ越したの？そこに行くのは初めて？」
ご参考まで！
「その町に引っ越した時、その町に行ったことはありましたか？」を英語で言うと、"Had you been to that town before you moved there?" という表現になります。
もう少し違う言い方をすると：
Had you visited that town before moving there? （そこに引っ越す前にその町を訪れたことはありましたか？）
Had you ever been to that town prior to moving there? （そこに引っ越す前にその町に行ったことはありましたか？）
