「退勤」はleaving workに訳せますが、leaving work timeはちょっと変な英語です。そして、「出勤」はattendanceとかstartingと言いますが、starting work timeも変な英語です。普通に使っていますのはclock-inとclock-outです。clock-inをすると勤務タイマーが始まり、clock-outをすると勤務タイマーが終了します。
例文：Many Japanese companies are very strict about employees' start and finish times.
でも、一番自然な言い方はMany Japanese companies are very strict about employees' working hours.
