「それ以外はあまり変わらない」は
There are no other big changes.
を使って表現できます。
例：
Other than the fact that there aren't as many tourists, there are no other big changes.
「観光客が減ったという事実以外、他に大きな変化はない」
other than the fact that ... で「…という事実以外」
The only big change has been the drop in tourism.
「大きな変化は観光事業の低下だけです」
このように言うこともできます。
drop で「下落・低下」
tourism で「観光事業」

という表現を使うことも出来ます。
"significant"は、「著しい・大きな」という意味です。
