a town with a quaint atmosphere（情緒ある町）
emotional townだと、「a town that evokes emotion（何か感情を呼び起こす町）なのかな…？」くらいのところまでは、もしかしたら汲み取ってもらえるかもしれませんが、日本語で言う所の「情緒がある町」というのは伝わりません。
quaint「趣のある、風変わりでおもしろい」という表現はどうでしょうか？
他に、伝統的な雰囲気なのでしたらa traditional atmosphereも使えます。
